Depends on cause: There's a lot of things that can cause puffiness - and the treatment is directed at the underlying cause. If, for example, it's related to allergies - then antihistamines would be the answer. If it's related to prominent fat pads beneath the eyelid skin, then the answer is probably a blepharoplasty surgery. See your local plastic surgeon for a consultation.
