can deviated septum surgery relieve eye beds?

Allergic shiners: or eye bags caused by the congestion from allergies.
Getting the deviated septum fixed might help  with the congestion, with nose breathing and may also help with the post-nasal drip, but it won't help with the eye bags, allergic shiners.

Fracture vs swelling: You might have sustained a fracture to the nasal bones and/or septum. Otherwise, you might have gotten lucky and just developed some swelling in the nose from the trauma. You should seek a consultation with a plastic surgeon or ent.

why do i still have sinus problems if i had deviated septum surgery; ?

Not the only cause: A deviated septum is not always the cause of sinusitis. It may produce a nasal airway obstruction that contributes to sinusitis but there are many other possible explanations for the sinusitis. Testing the septum may relieve outflow o structuring but decongestants, drainage and antibiotics may still be needed.

Seek ENT eval: You need specialist evaluation for this for definitive fix IF it is a DNS. Other reasons for nasal obstruction do exist though which a good ENT will review and exclude. Sometimes two things or more are ongoing

See below: Surgery could fix both problems.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine, if you are under 27 years of age.

Probably not related: Probably not related to past dental treatment.  To be sure, see an Oral Surgeon to make sure sinus was not perforated.  If not, see ENT to Rx your sinus issues.
