Drink water: Creams will do, nothing for this.  You need to stay well hydrated by drinking at least 8 glasses of water every day.    In addition try to restrict your salt intake.

Be healthy: Healthy habits are always a good idea.  But your IOP will likely need to be controlled medically.

NOT poor circulation: This is not a symptoms of poor circulation the most likely cause is allergy - called an "allergic shiner". The second likely cause is trauma - are you sure someone isn't abusing her?

AV: If you can stop your noise by pressing on one spot you may have an arteriovenous malformation. That would cut off flow when you push on a spot. To be sure you need a dr. And get the appropriate imaging study to s how it.

Numb: Hard to tell but suspect not vascular but may be related to nerve compression, would need more information.

Need testing for TOS: You may have what's called thoracic outlet syndrome. Ask your physician the test you for this.

Usually a: serum BUN/Cr and basic urinalysis/sediment will demonstrated if there are any concerning kidney issues going on.  Remember kidney dysfunction/disease has many causes beyond just appropriate circulation of blood; as in you can have good blood flow and still have kidney disease.
