: Diesel exhaust is quite toxic and prolonged or intense exposure might raise cancer risk, but the main problems are respiratory and cardiovascular. Exposure on roads and highways is not usually very dense except in heavy truck traffic. Actual risk for most individuals probably is very low from normal daily life. Plus I would advise you get that resting heartbeat of 114 checked out.  Go back to your doctor who prescribed the antibiotics and tell him/her about your high resting heart beat.

Any: All burning plastic fumes are toxic. Our bodies can clear the damaging chemicals but any amount puts a stress on the detox capabilities, and some of the chemicals can cause permanent damage. There isn't any treatment to help with the detoxification after you've recovered from exposure but if you have any breathing problems you should get a pulmonary evaluation.

Generally no.: There are a large number of different Li batteries, but they are not usually toxic. Those that are more dangerous are not usually available to the general public. There might have been some immediate irritation of your nasal passages, but this should have resolved quickly especially if the exposure was small.
