Consider consulting one at a department of neurosurgery at a university hospital near you.

Depends: Depending on the severity of the pain and what has been tried, you could control your pain by anti-inflammatory meds, pain meds, opioid meds, physical therapy, cervical epidural steroid injection, fusion surgery or spinal cord stimulator. Neurosurgeon or pain management doctors can help you.

No: A slipped disc or herniated disc can press on the spinal cord or a nerve but will not put enough pressure on the spinal cord to interfere with the respiratory function.  You would need to have a significant neck injury in order to do enough damage to interfere with breathing.

See a pain managemen: physician trained in interventional techniques.  They may be cervicogenic headaches and may benefit from cervical injections.

Be seen: I would definitely consider being seen to discuss treatment options.  Rest and medications and non-invasive onterventions such as physical therapy/ traction are the more conservative options; epidural steroids and surgical intervention are more powerful options,  but clearly more involved.
