Gynecomastia: You may have gynecomastia, which is enlarged breast tissue in males. Or this could just be fat.  There could be an increase of estrogen to testosterone, but hormone levels may be normal.  Many drugs cause this. Adolescent boys get some gynecomastia, and in some it does not fully regress with adulthood.  You should see an endocrinologist. There are some drugs, but they don't work very well.

Likely normal: Most girls start to develop breast tissue (thelarche) around the age of 8 years - some a little sooner and some later, so this is probably very normal and expected. It is also almost always asymmetric so her breasts will change differently and independently. Be sure to ask these questions the next time she is seen for her next routine physician visit.

: What you consider a pregnancy symptom overlaps with other conditions. Some normally regular women skip a cycle or two at some point. By the time 60-90 days have passed with a negative pregnancy test many OBGYNs will offer meds to bring on menses. Pregnancy symptoms are triggered by the hormones that turn the test positive. If negative, could be to early, but is often something else.

Unlikely: He needs to have an examination by his doctor in order to find out what is wrong. If there is no lump felt, there it may be what is called gynecomastia which is a benign enlargement of male breast due to hormone imbalance.
