Trigeminal Neuralgia: This affliction can cause great grief for many of its sufferers. The facial nerves run in front of your ear, and when irritated they cause excruciating pain in the side of the face. We don't know all the different ways this nerve can be irritated or stimulated. It has been said that a brush of wind can cause the symptoms. The pain is described as lancinating but brief. Talk to your doctor about treatment options.

Facets: There are a number of possibilities, and I would not hesitate to be seen for it.  One possible cause is a problem with a facet joint in your neck.  Facet joint problems are usually aggravated by rotation or extension if the neck and are often associated with pain that goes up into the head.  A detailed exam and appropriate studies can usually find the cause.

Many causes, unlikel: There may be many causes for a shock like symptom related to the head and spine, and there is no easy explanation.  If this is a new symptom, a head ct is advised to exclude mass effect.  Symptoms may be radiating from the cervical spine or related to an intracranial lesion or even a chiari malformation.  Follow up with internist and possibly brain MRI in setting of continued symptoms.

Electric shock: The effects of an electrical shock depends upon the amount of current and how long of a contact was made.
Mostly, small shocks cause some local tissue swelling and pain.  Unlikely to affect your brain as the way electricity runs is through the low resistance parts of the body.  Might get some neck pain, some neuralgias of the scalp. Again, effects depend upon the amount of current really.

Need a bit more : information regarding duration of pain, radiation, associated symptoms if any and prior history of headaches, scalp/brain surgery, recent trauma, fevers and overall health.  Additionally, any new medications would be useful.  In general, pain that lasts but a few seconds, is easily located  and has no other significant symptoms is benign.  That being said,, any changes should be evaluated by PCP.

Neuritis: You could have what is commonly called "a pinched nerve" in your neck. I assume that you do not have any other complaints like dizziness, visual problem, tremor or severe headache. It would be wise to make an appointment with a neurologist and let him/her check you out.
