Cough: You can eat whatever you want with a productive cough. There are certain people who have dairy intolerance  that results in allergy type symptoms so just be aware.

Sure: Life's hard enough without worrying about everybody's scientific / subscientific advice about what you should and should not eat. This can be part of a sensible diet. If you're staying physically fit, aren't fat, and your blood lipids are decent, enjoy your treat. If you're dieting or you want to avoid overweight, it's easy to skip.

None: Ice cream and cookies are processed foods that contain ingredients that can be bad for your health, namely, sugar.  Exercise is not an excuse for eating dessert or junk food.  Exercise is part of a lifestyle and eating healthy and avoiding processed foods and sugars should be to.

Yes many flavors: If you have celiac disease you can enjoy many flavors of ice cream.  Vanilla chocolate strawberry etc.  You can't have cookie dough, brownie because they have gluten.  Many frozen yogurts stores will label if there is gluten.  There are gluten free ice cream cones available at grocery stores.

Sure: Toddlers love ice cream, but use in moderation as there is a lot of sugar in this. However, for an occasional treat and to get some dairy, it's just fine after the child's first birthday.
