Check the machine: Some of these machines have settings that approximate rectal or oral readings by changing the data internally. If your machine is set fro a rectal temperature like we do for infants, it will read higher. If it is set for an oral temperature, it should be the same as a regular thermometer.

Facial Flushing: A number of diseases include facial flushing as a symptom. In rosacea, a chronic inflammatory skin condition, flushing is the major symptom. Rosacea sufferers often have a history of flushing before the disease progresses to include other symptoms such as broken blood vessels and red, blister-like papules. There are other medical causes so see your doctor.

Temperature: Probably the most accurate way to check your temp is with a rectal thermometer. In general, oral temp is more accurate than ear temp, but each can be altered.  Eating or drinking hot or cold foods can change oral temp. 
Ear thermometers measure infrared energy from the eardrum. Ear infections or a history of ear tubes may cause scarring, cold outdoor air exposure may make ear temp seem lower.

Slightly low: It seems minimally low, I would suggest retaking it. If you have been cold recently, warm up and then take it again.

Need core Temp: Core temperatures are always best for infants.  When it comes to taking a temperature that is accurate in an infant, the only way to get a reliable reading is a rectal reading.  Therefore, get a medium priced ($20) thermometer.  Ear, temporal, arm pit or oral in a baby are just not accurate enough.

Both: Your temp varies throughout the day. And, if you take an ear temp, an oral temp, an axillary temp, and a rectal temp all at the same time, there will be some variation at any given moment. Remember the 98.6 temp we know as "normal" is actually just an average of a wide range of normals. Don't sweat it. Good luck.

Temp fluctuation: Your toddler seems to have a viral infection. He has a normal temperature  fluctuation, where the temp is lower in the day and rises as the day passes.
