Doesnt matter: Medication like this should be taken exactly as directed. Normally it is started on day 15 regardless of ovulation timing  but that would depend on your doctor's protocol.

"duphaston": Progesterone administration is not associated with "causing" ovulation.  Ovulation can of course occur spontaneously and pregnancy might occur.  If no withdrawal bleeding occurs in about two weeks, obtain a serum HCG test to be certain about pregnancy.

Probably: I won't guarantee it but a synthetic progestin probably will delay or possibly defer a normal ovulation. You don't give any cycle information, but  11 mm is sorta small for day 13 in a normal 28 day cycle.

Hard to pinpoint: Don't know why you are on a progestin 16-23 or if you're trying for a pregnancy.  Ovulation kits turn positive 2 days before ovulation (physical ovulation), so you probably ovulated on 3/9 or so.  Estradiol drops significantly after ovulation on post ov day 1 and 2.  Some people will have some bleeding with that drop in hormone.  Headaches are also common at this time for some.  Good luck.

PCOS: The issue with PCOS is that ovulation may not be occurring. Duphaston (Progesterone) can be used to trigger a menstrual cycle but it is not known to trigger ovulation. Consider getting tested for ovulation if your periods are irregular. Then consider a medication that promotes ovulation such as Clomid (clomiphene).

Won't harm: Taking Progesterone while in the first trimester doesn't cause any harm, not all doctors will necessarily check a level before prescribing.
