Repeating what a person said previously can be part of typical language development at 8-20 months, if used in appropriate play or to communicate a feeling or need. Joint attention precedes reciprocal social communication. "It Takes Two to Talk' is a good book.

Between 8-20 months: It can be part of typical language development, if used for representational play, e.g., "no, no, dolly!" in the same inflections used earlier by mom. Joint attention (child & parent are interested in the same object or event) precedes social communication. Kids with autism may use a tv/video "script" to communicate, e.g., repeat " ow, that hurt" in caillou's voice to say " i stubbed my toe.".

Not necessarily bad!: Echolalia is also a part of normal language development.   This phase begins around 18 months of age when a child has mastered imitating words and is just beginning to imitate phrases.  Echolalia peaks around 30 months of age, and declines by the time a toddler turns 3. Delayed echolalia is the repetition of words or phrases that are echoed after the fact.  Autism spectrum must be considered!
