Ummm, not really. : Hie or hypoxia-ischemic encephalopathy is causative in many behavioral and learning disorders in children, adolescents, and adults. Autism is the result of a confluence of genetic predisposition and neurotoxicity. So someone with perfectly typical genetic endowment can have hie, while a much more minimal cortical insult could make autism penetrate.
