Tine Versicolor: Possibly could be tinea versicolor.  Often times this disorder can be treated with over the counter selenium sulfide shampoos, but in some cases may require oral medication such as ketoconazole to treat completely.  Some rashes may look similar to tinea versicolor and if persistent may need to be evaluated by a dermatologist.

Go to Dermatologist.: Apply coconut oil liberally over all the dry ares
after shower.
Apply plain vaseline over the dry areas.
Take good quality omega3 capsules-2-4/day.

Lubricate: Rub in vaseline or Aquaphor at least 10 times a day. You can also use chapstick. Avoid biting, licking, picking. Be especially aware to STOP LICKING.

Difficult: Hard to answer without more details and seeing the area....In general dry and or sensitive skin can cause red patches on the neck. When the occur, see a dermatologist for evaluation and in the meantime you may try a Hydrocortisone cream.

Eczema: Use a cream containing a ceramide such as Eucerin Eczema Relief or Aveeno (oatmeal) Eczema Care, especially after washing. Wash with skin cleanser made for dry skin such as Dove. Try hydrocortisone cream. If this does not do enough, your DR. will give you a prescription steroid cream. No cure. So you will be doing maintainance off and on for a long time.

Rash: It is difficult to say without seeing the rash. common causes will include dry skin, fungal infection,eczema and contact dermatitis
