Couple of things: Use a buff puff or pumice stone to remove the dry scaly skin and then apply a urea based lotion to help moisturize the skin.

Moisturizer: Use a good moisturizer with urea . Use a pumice stone to scrape away the dry skin.

Ant-fungal cream: Sounds like a fungus. Where on your feet is this: on bottom, top or all over. How long have you had this problem. Have your feet been exposed to anything that may have caused a reaction: ie bug bites or a new pair of shoes?

Urea Creams: To keep your feet moisturezed use a good urea type cream like lac hydrin or am lactin. It is best to apply them after bath or shower when the skin is hydrated. Athletes foot would cause severe dry cracked skin and redness on the bottom and sides of the foot. If this is the case you should see a podiatrist for treatment.

Think Athlete's foot: This sounds consistent with athlete's foot, a common cause of scaliness and redness in the feet.  Try using Lamisil (terbinafine) at or lotrimin ultra as directed. If these do not work, consult with a podiatrist.

It is always: Difficult to make a diagnosis without seeing a dermatological condition. Having said that, i would try moisturizing the skin. There are "drying conditions" that occur at certain seasonal times i.E "winters itch".

Foot skin: You may have a fungus on your foot.  Fungi love dark damp places so air and light is good.  Please see your doctor.  He/she can diagnose and treat easily.  Peace and good health.

There must be more: So the Dr saw you with severe, itchy dermatitis on top of your feet and did not see features of fungus. What, then, was the diagnosis? Allergic contact? And the treatment was Aquaphor????? Sounds like you need a potent prescription ointment, maybe a short course of prednisone [20mg alternate days for 3 doses].

Tinea corporis: Tinea corporis (ringworm) is a fungal infection of the skin generally characterized (intially) by a red raised round patch, followed by central clearing and an advancing border.  Treatment is with topical antifungals.   Salicylic acid is not a recommended treatment for ringworm.
