Diabetes, itchy skin: Itchy skin is a common condition in patients with diabetes.  It is normally caused by the diabetes instead of the medicine.
Of course, there are other possible causes so please see your doctor.

No one best: If there was only one, there would be only one choice in the dry skin aisle. Every skin is different, so what works for one may not work for others. Best to take short showers, soak in tub  for 30 mins and then apply cream . There are some good rx creams for dry skin but are very expensive

Cortisone cream: Topical cortisone cream (ie: cortaid, hydrocortisone), moisturizers containing anti-itch ingredients such as camphor, menthol, Lidocaine (ie: sarna, eucerin anti-itch spray, neutrogena anti-itch lotion). Also helpful to use aveeno oatmeal bath. And take antihistamines such as benadryl, (diphenhydramine) claritin, zyrtec, allegra. If combining all these does not help, see a doctor for prescription meds.

Lubriderm for skin: There are many very good lotions on the market.  My patients seem to do better with ones that do not have perfumes and coloring agents in them.  Lubriderm is one of my favorite lotions.  Aveeno (oatmeal) products are also very useful for dry, itchy skin.

Moisturize: There are lots of moisturizers available otc. Some people like them thicker, others prefer thinner like a lotion. Whatever you use should have minimal fragrance or coloring. It's a good idea to moisten the skin before you apply to help lock in moisture. Topical Hydrocortisone can help with some itching but if this is a big problem you should have a dermatologist take a look.

See a dermatologist: It is difficult to make a proper diagnosis since I am not there to see the condition. I recommend seeing a dermatologist so that they can make a proper diagnosis and give you something to get rid of the condition or relieve symptoms.

Neither. Eucerin: cream if you can find it. Lotions are drying to the skin.

Creams: It's hard to judge by the description of what the condition it might be, i would suggest a good moisterizing body lotion (eucerine/aquafor). Also, you may try a Hydrocortisone cream twice daily. If that helps, it is more likely allergic in nature (eczema, for example). If it doesn't help or actually gets worse, you will need to see a doctor. Ring worm presents with clear center and intense periphe.
