Drug abuse in pregna: There is a couple of good ways to treat drug abuse in pregnancy. If opiates, maintain on Methadone or subutex. If alcohol/ benzos, detox. Provide effective relapse prevention counseling for these and all other cocaine/crack, lsd, etc.

Medical assisted tx: Is it trouble coping with the drug abuse during pregnancy or with the pregnancy itself?  Opiate dependent pregnant women can be very safely and successfully treated with Methadone or Buprenorphine.  Plus counseling and cognitive behavior therapy.  Please visit your OB/GYN and ask for a referral or help finding an addiction specialist.

Maybe (see comment): There is a form of panhypopituitarism called sheehan's syndrome, that can occur after pregnancy.  This is due to the pituitary enlarging and needing more blood blow during pregnancy than at other times.  If delivery is complicated by hemorrhage, and the blood pressure drops rapidly, there may be too little blood flow to the pituitary, resulting in death of the cells & panhypopituitarism.

Spice, a synthetic form of marijuana, can cause increased heart rate & blood pressure like stimulants.

Difficult to repair.: You don't state which drugs in particular caused the damage, or what the nature of the damage is.  So because the question is so general, so must be the answer. In general nerve tissue does not regenerate or repair itself, except for limited nerve plasticity, mostly in children younger patients and there is no known medical intervention.
