Yes, totally safe: Biotin is extremely safe, in fact there is absolutely no known toxicity from any amount of biotin. 5000 mcg may sound like a lot, but it's the same as 5 mg, which may not sound like much. 
Whether it helps you is another question; it will help if you are deficient but deficiency is uncommon. Advise continuing the Skin, Hair and Nails vitamin too.

May be hypothyroid: Hypothyrooidism is a common condition that often causes hair loss (hyperthyroidism may cause too but less commonly). Unfortunately many docs don't diagnose it properly, thinking someone is normal unless their TSH is 4.5 or higher when most who are hypothyroid have "normal" TSH's. A holistic/integrative doc will do more exhaustive tests.

Healthy hair: Get adequate sleep,avoid excess sugar &amp; fat, v carbonated drinks, eat enough protein, exercise regularly. Insure you have adequate Iron (like kale &amp; other dark green leafies), Omega 3 fatty acids (like walnuts),vit.E (fruits &amp; veggies), D &amp; B vitamins, biotin &amp; zinc. Avoid sulfates &amp; formaldehyde in shampoos, excessive blow dry heat &amp; curling irons.

Biotin: Hi, Biotin is a cofactor for Vitamin B group and is water soluble and it excess can be excreted from body by kidney so I don't think it could cause any problem and toxicity, I don't think Biotin has side effects if the kidney is working fine, although I saw the other day a colleague said it could cause skin breakout so I did a search and I couldn;t find any scientific evidence.
