Probably: Keratosis pilaris is a very vexing problem that we do not have great answers for.  However, many patients note large fluctuations of their kp during pregnancy, and some have found that it is better or worsens after starting and oral contraceptive pill.  So probably there is some relationship between hormones and kp, though I am not totally sure how they are connected.

Variable: Keratosis pilaris is a common chronic condition related to dry skin. It may get somewhat better with age, but it is impossible to predict who may show improvement. It it characterized by rough bumps on the skin, usually on the outer surfaces of the upper arms, back, and upper thighs. Treatment consists of moisturizing the skin.

Lubricate+exfoliate: Otherwise known as orange peel skin, these tend to do better in the summer, when there is more sun exposure.  Make sure to lubricate and exfoliate.

Ketatosis Pilaris: Keratosis pilaris is harmless (benign). It seems to run in families.  It is more common in people who have very dry skin, or who have atopic dermatitis (eczema).
The condition is generally worse in winter and often clears in the summer.
Treatment:
moisturizing lotions to soothe the skin and help it look better, 
skin creams that contain urea, lactic acid, glycolic acid, 
topical steroids.

Doesn't help.: Keratosis pilaris is notorious b/c there's no great treatment for it.  While picking at it won't make worse necessarily, it does put you at risk for bacterial skin infections - all those little critters living under your nails are now buried into your skin.

Accepted Answer

Salicylic acid ointm: Usually, keratolytic agents would do the job in addition to the use of good moisturizers.  Ointment containing 6~12% salicylic acid may accomplish it. If you are patient, just use good moisturizer cream like cerave regualarly(twice a day), kp would improve or fade months or years later. In reality, no quick fix.

Dry skin: Benign skin skin condition often fades with age. Treatment of the dry skin areas usually involves moisturizing lotions, creams, vaseline, exfoliation agents such as glycolic acid, lactic acid, tretinoin, or steroid creams to help with irritation or redness of skin. Treatment generally long term and recurrences still common.
