A few hours: Claritin (loratadine) should start working within a couple of  hours. If it doesn't not help at all, then switching to another won't do you much good. If it does help somewhat, then you may try the other alternatives which may possess more antihistamine effect than Claritin (loratadine).

Probably not but...: Long acting anti-histamines should not be used more than one in 24 hours.  Taking more has been associated with heart issues but that is still unlikely to occur.  If you have any chest palpitations you should be evaluated.  For future reference, these medications can take 4 - 6 hours to work.  If you are still not getting relief you can safely add a short acting anti-histamine (Benadryl).

Non-sedating: Loratadine is considered a non-sedating antihistamine. It is supposed to treat allergic symptoms without making you drowsy. Other older antihistamines like benadryl (diphenhydramine) are very sedating.

Good question.: On the surface it sounds like your husband has an allergy problem. Since this seems to be from what you say that his symptoms are chronic than it is imperative for him to see an allergist who will test him, find the specific cause of the problem and give your husband treatment to end his suffering.
