Yes: It is not ligaments that are tight , but some internal breakdown in the knee. Torn cartilage or arthritic deterioration aggravated by activity.

Consider finding a doctor who does prolotherapy to restore the stability and stop the deterioration of your knees.

IT band release: is what you are possibly considering.  IT is the iliotibial band which is a firm tissue connecting from above the hip to the lateral tibia just below the knee.  If this is tight, it can cause hip and or knee pain.  It is always advised to try physical therapy with stretching first before considering surgery.
