Concerned family members can present their worries to her, trying to help her see the problem, but this often results in denial and anger on her part. Attend Alanon meetings for your own sake, not hers, it may help with enabling.

Firstly, societal efforts at improving the economic lot of people, increasing employment, improved education, less discrimination, better housing etc etc. Secondly, teaching parenting skills to future parents. Thirdly, prevention of early life trauma and recognizing/treating promptly, and MORE/BETTER treatment.

"should ask??????": Depends on who you are and why you are asking. For the most part, people with established drug problems will be in denial of them, and will respond defensively or even angrily to any questions. I always recommend that family/loved ones express their love and concern for the person, but not get into confrontation unless they know what they are doing and are working with a professional on it.

Treatment programs: Most people with long-standing drug problems (depends somewhat on the drug, which you don't list) cannot handle it all by themselves. There are many chemical dependency programs - you can google that name and your location and can find programs near you. Medical detoxification, psychiatric evaluation, medication for underlying problems, counseling, all may help you get back to a normal life.
