what can cause dizziness, tingling in arms and legs? i notice it gets worse when i worry and am in public. could this be anxiety or panic attacks?

Yes but more eval: Considering your history of symptoms in public and when feeling worried, it certainly could represent a panic attack. If it increases in frequency and severity, or if you start to experience additional symptoms, you should seek further care for evaluation. There are treatments for panic attacks but other disease processes can present with similar symptoms.

Sounds Serious: There are lots of relatively mild diagnosis for numbness, dry mouth and weakness in your arms and legs, but on the life threatening side, you could be having a stroke, or seizure.  I would not spend time guessing, and would seek care immediately.  It would be terrible if you died at your computer wondering if i was wrong.

Tingling in arms &amp; legs and dizziness,: Fortunately, all tests are normal, meaning there is no major pathology seen.
Most likely your  symptoms are possibly stress related and might have underlying GAD(generalized anxiety disorder) or OCD .
This is not that uncommon, and when in public, your lack of CONTROL can cause you  to have tingling, hyperventilation , dizziness , etc.
Treatment would be counseling +/or  medications will help

Yes, it is possible: Although a full evaluation sounds warranted, it is possible that panic attacks could cause this.  However, specifically with related to the herniated disks, that certainly could cause pain, numbness, tingling, or weakness in the arms and legs.

You feel Taller?: Not sure I grasp that?  You FEEL taller.  I think either you got taller or you didn't.  You certainly SHOULDN'T be getting taller at age 39 so if you really are then, that could be a problem.  Otherwise, the sensation of being taller doesn't fit with your other symptoms.  As far as the rest of it is concerned herniated disks could cause other symptoms &amp; maybe dizziness if you explain that more.

Unlikely: I suppose that this is possible but this would not be a typical presentation of a brain tumor.  Many other things are much more likely to cause these symptoms.
