No: Although there doesn't appear to be a direct link between diverticular disease and colon or rectal cancer, diverticular disease may make cancer more difficult to diagnose. And rarely, what appears to be diverticulitis may be colon cancer. Because of this, your doctor may recommend a colonoscopy after you've recovered from a bout of diverticulitis.

No: A low fiber diet is used to treat acute diverticulitis and is low in fiber foods such as grains, fruits, vegetables. It is only used for a finite period of time to allow healing of the inflammation. I high fiber diet is recommended for diverticulosi and may have protective features regarding colon cancer prevention.

None: While both are possible, there are other conditions more likely given your age.

Hereditary cancer: I am sorry for your condition. Stage 2a- is curable. I wish you the best for your therapy etc. If the cancer occurs at a very young age- like 29-in this case-a possibility of  genetic mutation/hereditary cancer syndrome should be evaluated.

Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

: CT scan is not the best test to rule out colon cancer. A colonoscopy is the optimum way to screen for colon cancer.

Yes: It is possible, although rare.
The most common explanation would have been a missed colon polyp during the past procedure, due to either poor colon prep (stool in colon) or incomplete procedure due to technical reasons. 
Aggressive cancers (with genetic mutations - usually hereditary) can lead to obstructive cancer in a year.

Diverticulitis : The pain and change in caliber of the stools could point to a diverticulitis-related stricture. It is less likely you have colon cancer, unless there is a strong family history. Of course, a colonoscopy and possibly other studies can best determine the cause of  the symptoms you described. Make an appointment with a gastroenterologist for a thorough evaluation.

Exceptions are there: Cancer usually takes 5 years to start and get detected but there are exceptions. Also, sometime, due to to poor preparation, everything will not be seen in colonoscopy.
