Needs assessment: Most vaginal discharge is clear or white. Hard to answer question without examining discharge, best to see primary doctor for assessment.

Probably benign: If you have had pelvic exam recently showing inflammation  this would indicated PID, for which some medications including antibiotics and anti inflammatory agents may be indicated.

WHY?: If your discharge is "normal" why would you want to undergo surgery? ( which by the way doesn't exist for this "disorder")  check with your gyn.

Puberty: I presume you have seen an obstetrician regularly through this problem.
Were there any "bugs" that needed antibiotics ever found?
Anxiety disorder is "painful". Have you seen a Psychologist. If not, please set up an appointment. That will ease at least some of your troubles and hopefully all of them.

Puberty: In girls start with breast enlargement.Then continues with axillary hair, then pubic hair and finally menstruation. Average puberty in usa is around year 13.  Occur in average : 2 1/2 year after breast enlargement.

Menarche: Mood swings occur in girls who are approaching and going through puberty. So she could be getting ready to start her periods called menarche.  However, i would get her checked out by the pediatrician to establish what is going on with the discharge, the headaches and depression. Do this soon.

It happens: A developing teen will often have the equivalent of such whitish or straw colored discharge for several months before they start. This would be expected at least a year or so  after breast bud development. Discharge prior to bud development is often caused by retained foreign material like toilet tissue.
