Usually, the symptoms can be treated with nonoperative remedies rather than surgery.

Complicated: If you do not have any weakness, bowel, or bladder dysfunction you may be able to be treated with manipulation, physical therapy, traction, and steroids ( either oral or epidural injections). If you have weakness or signs  of neuro compromise surgery may be your best option.

Disc "BULGES": are NORMAL findings. ALL HEALTHY discs BULGE when the vertebrae MOVE since they are FILLED WITH FLUID thus acting as the "cushions" between the vertebrae.  When they bulge towards the spinal cor they may "indent" the SAC in which the cord "floats".
Thus the report you refer to is a NORMAL finding!

What is your symptom: One level problem means nothing by itself. what is your problem? Normally I see this as an incidental  finding. If you have neck pain is probalbly coming from your facet/ uncocvertebral joint and not other thing. If your compression on the theal sac gets worse in future you may need surgery.
