Vertebra: The facet is a projection from the spine that is the join of the vertebra. Each vertebra has four two up and two down. Each of these make a connection to the vertebra above and below. This creates the space know as the foramen (aperture or opening) where your nerve root exits. Common space for disc to buldge into and pinch nerve. Arthropathy means " any disease affecting a joint".

Sounds like a fairly: Typical read for a male over 50 years old.  Many findings are normal for age and sex as described here.  They may not be related to symptoms or may cause symptoms.  That is why a careful history and physical exam must be done in conjunction with imaging studies to fully assess the issues presented by the patient.

L3-4: Sounds like your reading a scan report.  Why don't you bring them to the doctor who ordered them so he can explain them and correlate them to your symptoms.  You might get a better appreciation of the scan findings if you do this.

: The images describe prior degenerative disc disease and cervical spondylosis and presume the prior surgery is likewise described.  There is no mention of spinal cord compression or narrowing of the cervical canal and no description of cervical nerve root compression.  But would definitely discuss these films with the doctor who ordered these to achieve an appropriate correlation.

Maybe: There is a rough (but only rough) correlation between findings on MRI, symptoms and treatment. A good spine surgeon will take both symptoms and MRE findings into account before proposing a treatment

Cervical disc injury: The disc has a bulge and superimposed protrusion.  Discs are somewhat like a tire.  If you see a bulge on the side of a tire that is still holding air, that is a protrusion or herniation.  That disc is likely causing you neck pain, possibly arm pain/weakness/tingling/numbness and possibly headaches.  The central narrowing is not necessarily significant yet.  This is a significant injury.
