Maybe: There are a number of causes of finger pain but over use can cause pain. Try rest, ice and advil or aleve (naproxen). If the pain does not improve see a hand surgeon diagnosis and treatment.

Hand surgeon: I recommend consulting a hand surgeon for diagnosis and treatment..Appropriate testing will be done. There may be a nerve entrapment or some unusual finger pathology as the cause of these longstanding symptoms.

Nail abnormality: If you have this condition since birth, this is considered as a congenital defect in the nail bed or a rare double nail    presenting in your finger.  Some people are born with double nail formation in their small toes.  The dermatologist may able able to tell you more.  As much as I know, you may have to live with it, as I am not aware of any medical solution for cure.

Digit : Digit is the word doctors use to mean a finger or a toe.  Each finger has several segments, each named a phalanx.  The word for more than one phalanx is "phalanges".  The joints between each phalanx is called an interphalangeal joint, and the fingers have two interphalangeal joints.  The interphalangeal joint that is closer to the fingertip is called the distal interphalageal joint, or dip.  The other interphalageal joint is called the proximal interphalageal joint, or pip.  At the base of each finger are the knuckles, which doctors call the metacarpal phalangeal joints, or mcp.

It is uncommon for a neurological problem to affect just one dip joint.  More commonly, after an injury, this joint becomes fused or a tendon develops a contracture.  Examination by a neurologist, hand surgeon, or occupational therapist (the kind of therapists that specialist in the hands) can determine the source of the problem.  Once the source is identified, treatments, which might include surgery, other interventions, or medications can be chosen.

I believe you are: probably experiencing the especially dry skin of winter to which your hands and fingers are very susceptible. Outside air humidity plunges and indoor heating makes it even drier. You're supposed to be washing your hands to avoid a cold...and there you are. Chapped! You need to improve your skin barrier. The way to do that is to replace moisture: look for emollients and humectants, 5-6 times a day!

Vasospasm: It appears that you're experiencing intermittent constriction of blood vessels in those digits. This can be due to cold exposure or spontaneous vasospasm. Raynauds phenomenon is a syndrome where coldness and color changes of the involved digits occur on exposure to cold.This  phenomenon can be part of an autoimmune disorder. Consult a rheumatologist for evaluation and advice.
