No effect: Visine, especially the kind that are for lubrication or tear replacement, supplement what tears you make.  Any kind of product that states, "gets the red out" will have a short term effect of lowering tear production.  These should only be used to whiten the eyes for photos and occasions but not for regular use.

Pink eye: If the eye is just red then yes artificial tears ca n help. Conjunctivitis presents with red , inflamed eyes with significant discharge. Visine would not really help this.

Visine : Visine placed in a drink can cause nausea/vomiting, seizures, changes in body temperature, and can cause breathing to stop if the amount is large enough.  Poison center should be called immediately as the victim could potentially die.

2-3 hours: Bad thing about visine is that it will keep the red away by constriction blood vessels for a most a few hours, but then causes vasodilation which makes the eyes more red which makes you put more in--vicious cycle and not good for eyes.  Better to see your eye doc and see why eyes are red and treat that.
