See a doctor: With these sorts of symptoms, you need answers. I would worry that your platelet count might have dropped as a result of the viral infection - allowing the blood to become thinner, such that you'd have nose bleeding and blood in the sputum. Hopefully you're plugged into an Ob/Gyn practice - I would call them and try to get seen today. If it's after hours and you're not doing well- go to the ER.

Phlegm: You surmise correctly that the phlegmis old blood. You may have a post nasal drip and the mucus has eroded the blood vessels in your nose to account for the blood. Try using saline nose drops before bedtime to avoid the problem.

Cancer? See doc: I don't understand how you produce phlegm without coughing. Is this post-nasal drip which you spit out? In any case, that's a worrisome symptom, and cancer is on the list of possibilities. You should see a physician promptly.

Spitting up blood: There are many reasons for your symptoms but without getting more information and talking to you and examining you I cannot help except to go to a walk in clinic if u do not have a reg doctor, some of the reasons are not good and some are no worries. See someone. Some BP MEDS  cause cough. So need more info. Happy to do second opinion.

Sounds like : Your allergies are acting up causing postnatal drainage and bad itching . Hence clearing of your throat and irritating your mucosa then occasional blood streaks . Get some OTC allergy  meds and nasal spray like nasacort (triamcinolone) AQ or fluticasone . Use as directed.
