Diprovate?: If diprovate is the medication, then this is a steroid treatment:
skin side effects: redness, burning, itching, or peeling, thinning, blistering or stretch marks
eye: glaucoma, cataract
there is also absorption into the body and so the general side effects of steroids can occur, eg mood changes, sleep problems, 
weight gain, feeling tired.

I would not recommend for this indication.

Dark circle under I: Swelling,  blood vessal dilating/breaking as area is very sensitive. Check  for food allergies milk, others ( avoid milk x 1 week) or seasonal allergies, eczema use zyrtec , nasal sprays astelin. Elevate head of bed to drain .Eat well veggies, sleep well no smkoing, check B12  home remedies  ice under eye for 1-2 minutes constricts vessals, cucumber or potatoe slices. Use concealer f/u w/doc

See an Eye MD: Dark circles under the eyes only rarely represent any disease.  The skin there is so thin that you can see your own blood circulation through the skin.  There is no effective treatment for this, but you should see an eye md to be sure it does not represent some health problem.
