Scalp mass: It could be a cyst but regardless, it is something you need to see a health care provider about as a diagnosis cannot be done without see it.  Cysts are easy to remove if it can be confirmed that is what it is.

Seborrhea?: This may well be a case of seborrheic dermatitis. The head and shouders may not help. You might want to try some selsun to see if that will help. If not call your doc for appt and advice.

Wash daily: If you do not do it, wash your scalp and hair daily with any shampoo. 
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex. 
Get HPV vaccine.

: It could be from the irritation from shaving. Pl apply OTC cortisone ointment. If not better in a few days pl see your MD

Scalp Dermatitis: You may have seborrheic dermatitis, aggravated by applying grease, pomades, or other occlusive agents.  Using a shampoo that has tar for five minutes at least every five days should control it.  If the condition persists, consult with a dermatologist.  Seborrheic dermatitis is a chronic condition.

Several posibilities: A fungus, malassezia lives on scalps of healthy adults without problems, sometimes growing out of control, feeding on oils inyour hair follicles. This can irritate your scalp and cause extra skin cells to grow, die and fall off, clumping with oil from your hair and scalp, making them appear white and flaky in your hair.  You may also have eczema, psoriasis, dry skin, seborrheic dermatitis.

Controlling dandruff: Dandruff (seborrhea) is common. Shampoos with zinc, salicylic acid, selenium, or coal tar are sold in many stores. Nizoral shampoo (contains anti-fungal) is also available. Doctors may also recommend cortisone or kenalog (triamcinolone) sprays. Prevent dryness (don't wash hair too often). A primary doctor or dermatologist can look for psoriasis, eczema, or fungal infections if unusual or worrisome scalp symptoms.
