There are ways: If you have tried otc tar, salicylic acid and selenium sulfide containing shampoos, and did not work, it's time for you to see a doctor to try topical ketoconazole or steroid. Bad drandruff is usually caused by seborrheic dermatitis, which is thought to be related to fungal infection. There are ways to control it.

Suggestions: Dandruff or flaking of the skin of the scalp is often caused by a fungal infection of the skin. Over the counter you can try dandruff shampoo like selsun blue. Make sure it's the one with selenium sulfide in it. There are presciption ones too. Tar shampoos can help too, but boy do they smell. Flaking skin can also be due to psoriasis of the scalp for which prescription steroid creams are helpful.

Seborrheic derm.: A scaling scalp is commonly due to a condition known as seborrheic dermatitis. An effective over the counter treatment is to use selsun blue shampoo, lathering it in and letting it stay in for 5 minutes before rinsing. This should be done 2-4 times per week, depending upon severity. I also recommend to my patients to dry their hair and not just let it air dry. See your doctor if no improvement.

Pain is a drain: Any pain, if strong enough, can cause disconnected, foggy feelings. At least part of the reason is the release of neurohormones in response to pain which have negative effects on cognition and emotion. Of course this answer assumes that you don't have a serious spinal or brain or head disorder.
