Using neosporin?: If you are using neosporin on your cut, you are likely having some allergic reaction to the neosporin--a very commom, yet overlooked condition. I would stop that, keep the skn/wpund dry with a little rubbing alcohol 3-4x/day for a few days and you should be good. If not better, call your doc. Good luck.

Probably a boil: Also known as a furuncle.  Hot compresses several times a day will help bring it to a head, when it will either open and drain on its own or, more likely, be ready for your doctor to drain it with a small incision.

See an orthopedist : And do this asap.  Since the plate is exposed, it is contaminated with bacteria and possibly other organisms.  It may require therapy with antibiotics, removal and a wide variety of other problems may occur.  Do not ignore this.  It might cost you your leg if it is not taken care of appropriately.
