More likely benign: The foreskin can trap a simple skin secretion called smegma. This is a normal material similar to the earwax that can accumulate there. It is less a problem if/when a male retracts the foreskin completely to wash it off on a regular basis. It is fine that you have this checked out, but I wouldn't stress so much before you do.

so i have foreskin at the end of my shaft there is a bump i was playing with it now it is crusty and sore. i was worried it was genital warts. my doc says no cause it's not cauliflowered. what could it be? 3 other tiny white skin coloured bumps found?

: There are causes of penile skin bumps other than warts. "Crusty and sore" suggests herpes, molluscum contagiosum, and (rarely) cancer. You need a second opinion, preferably from a dermatologist. Good luck.

Nevertheless, without a look at, it may represent a long yet marginally tight opening of the foreskin. In life reality, it would be best to leave it alone with no bother as long as being comfortable despite the look as described.

Para phimosis : This occurs when the foreskin of an uncircumcised male cannot be pulled back over the head of the penis.  This can lead to swelling and pain. There is a ring in the foreskin called phimotic ring that can act as a fibrotic ring and may not stretch. Once behind the head of the penis, it can choke on it (ie like chocking the chicken). You need to see an md, preferably a urologist.

Topical medications: This is a very common problem called phimosis. Typically treated with topical creams such as steroids. If these fail, then surgery for a circumcision is required.

Can be: Can predispose to infections, foul odors, (rare cancers), stds, and the like. Phimosis is usually attributed to fungal infection of end of foreskin. Can cause paraphimosis problem if meatus (/"head") gets caught out ("strangulated by foreskin) when erect.
