: A small tear or cut there should heal by itself in a week or so if kept clean. Stop Vaseline. You can use an OTC antibiotic ointment if you want. Let area heal completely before you have sex ( app,10-14 days)

Yes;: If simple pain and irritation is the problem, an OTC cream with cortisone and lidocaine will likely take care of it.  If there is a cut, then neosporin should be added.  These types of meds are widely available OTC. If these topicals fail to work you need a urology consult.

i need to do a frenuloctomy next week and they told me to apply on my penis a emla cream 30 minutes before the surgery but i don't understand if i need to apply it on all the penis or only on the frenulum and if i need to put a bandage on it or not?

: EMLA is a cream that will anesthetize the areas to which it is applied. Consider the procedure you are going to have and apply it to the area involved with a little extra margin to be safe. This can avoid the need to inject a local anesthetic in that sensitive area.  It takes a while to work, which is why the 30-minute interval is advised. Apply it too soon and the effect wares off.

Here are some ...: Some men have 2-3 pimple-like spots on each side of frenulum, i.e., common benign angiofibromas, which are harmless and require no need for Rx. The best thing to do is leave them alone; don't hurt your self. If still in doubt, seek pro-evaluation and counseling.

Few days: I dont quite understand the question, but in a younger, healthy person, a slight cut should heal within a few days, may put antibiotic ointment to heal faster, have it checked if not healed or getting worse within a week or two.

Great blood supply: You did not say if it involved your tongue or penis.  The good news is that both areas have fantastic blood supply and that means rapid healing.  If the tongue, then no further treatment is needed.  If the penis, you should minimize further trauma by avoiding those activities that may cause further injury such as sex or masturbation.  This will heal very quickly if you avoid further injury.
