This is a skin condition that occurs in people with depression, anxiety disorder, ocd, and others.  Alternatively, this could be a medication reaction.  She should check with her doctor for assessment and referral.

Tingling and burning: Burning and tingling, or feelings of pins and needles can be due to problems in the nerves, but can also be a local problem in the skin.  When it is in a very local region, often due to an entrapment of a particular nerve.

 When diffuse, all over the body, tends to be more from a systemic problem as can be seen in diabetes, vitamin deficiencies (d and b12), electrolytes, medication side effects.

Often times the history and exam will suggest the cause. In cases where the cause isn't obvious a laboratory screen is indicated along with a trial of anti-itch medication. If the itching is persistent more in depth evaluation is needed.
