A hematologist is best qualified to evaluate and advise you.

Distal extremities: Take the brunt of minor trauma and are more prone to bruising than proximal extremities and the trunk.  However at your age it is not that common unless you are continually traumatizing your legs through sporting activities or in the workplace.  If neither then consult your doctor for blood count and platelets.

It's : It's pretty common to have bruising after neck liposuction. How much you will have varies quite a bit but it should resolve after about 2 weeks.

Avoiding blood thinner medications and supplements before and after surgery can help minimize how much bruising who'll have.

Where ?: If it is getting painful and just a little itchy and localized to 1/2 vertically of the body, then one must consider shingles. Call your doctor to find out since the severity of this condition may be reduced by taking antiviral medication in the early stage.  If it cross the midline, then you may have something else which also calls for medical attention.

Have a medical check: You should go see your doctor and have them check you and run some simple tests like a CBC and platelet count. I hope you do not have low platelet count. This would be my first thought. But many blood disorders can cause bruising especially if the platelets counts are low due to lack of production in the bone marrow or increased consumption like in itp.

See doctor: That happens occasionally after airbag deployment.  It may be nothing but it's still important to get it checked out to make sure there isn't any soft tissue damage in the chest (breast, muscle, lungs, heart) and if not, make sure it's just bruising. It's also important to get early medical evaluation in case she ever needs to file a claim with the auto insurance.
