Get a Doctor to see: It could be asthma or bronchitis. If you smoke, it could be contributing to the bronchitis. Asthma can also cause cough and is often associated with wheezing, so a doctor's examination of the lungs is essential to check your lungs to find the cause of your cough.

Pneumonia: Your symptoms are non specific. It sounds like you may have had a throat infection which has now tracked down to your lungs. You  may very well be developing Bronchitis or early pneumonia if you are experiencing upper back pain as well. Please see your doctor for a review, you may need a Chest X Ray at this stage.

i am currently having a really bad cough.. little phlegm is coming out but i cough when i exhale. if i dont cough, its like phelgm build up.

Cough and phlegm: Please go to a nearby Pharmacy and they should be able to recommend a medicine for you. Almost certainly you will pay for your medicine -not expensive, and won't need a prescription.

Post viral cough: A post viral cough is common and resolves on its own. 
I would be concerned about asthma if you have associated wheezing, chest tightness, breathlessness or sinusitis if there is lots of post nasal drip.

Persistent back pain: without explanation should always be checked for blood clots in the lung or disc disease.   As a smoker, cancer should always be a possibility in the back of your mind.  Coupled with the dry persistent cough, you really need to have a healthcare provider give you X-rays of both your lungs and your spine to rule out mass or COPD, then get a contrast CT of the lungs to rule out blood clot. Requires exam: and evaluation. Possibilities include lung   infection/inflammation allergies, reflux of stomach acid, low grade viral infection  etc. and requires exam , x-ray and possible pulmonary function testing.
