Maybe: An allergy to a substance that you take orally can cause the tissues in the mouth to be red, swollen, or painful. An allergy can also cause the surface tissue to slough away which may be painful as well. If you have "tooth aches" that is most likely due to a tooth problem rather than an allergy. Either way you should see a dentist to make sure there is no problems with your teeth or gums.

Sounds : Sounds like your brother needs to be seen by an oral specialist (oral and maxilofacial surgeon or ent) as the symptoms can be due to a multitude of things such a fungal or viral infection.  Antibiotics are not the answer to these problems.

ENT exam: Sinuses must be checked for reinfection, relapse, nasal/sinus polyps, abscess and you will need formal examination, allergy testing and pulmonary function testing to rule out asthma.

GI problem: The symptoms point to some sort of GI problem, and possible bleeding. May even be related to the Ibuprophen.  You must get this checked out immediately. Dont wait and stop the Ibuprophen immediately. Go see a Gasteroenterologist. And defenitely go  see a Dentist for the tooth  problem.
