No: Dark flecks are not usually blood. More likely some red vegetable, dye or other consumable food product.
You can always get the stool tested for blood by using an occult blood stool testing kit. A lot of physician offices have these as in office diagnostics.

Bowel motility: dysfunction.  You are definitely on the right track with all the things you are doing. But there are some people, in spite of that, whose bowels are just sluggish and the smooth muscle within the bowel wall does not work synchronously to move feces along. Medications have been developed to deal with this; a specialty gastroenterologist has the most experience. Ask for a referral:)

High fiber diet (beans/lentils, whole grains, vegetables and fruit with the skin where appropriate).

Plenty of water - up to 2 liters a day.

Consider a stool softener.

Any : Any lower abdominal pain must be taken seriously.  It sounds like you are fairly certain that you aren't constipated.  You could try a glycerin suppository if you think you are all constipated, but if it doesn't help then you must be seen by your doctor.  If you can't eat, have a fever, are vomiting, or have persistent or worsening pain, urinary symptoms, or if your doctor can't see you immediately then you would have to go to the emergency room.
