Yes: A sinus infection occurs when bacteria (most commonly) grow and create pain/pressure in one of the sinuses.  Many times, one of the ostia, the openings from the sinus into the nasal passages get plugged up for various reasons without typical sinsus symptoms.  Recently had a patient with severe sinusitis whose only symptom was a bad cough.  Otherwise felt fine.

How long?: If it is a chronic problem , there are many potential causes but hay fever being the most common. Sometimes the nose may start running after reduction of the nasal congestion.  Claritin may dry up the nose but does nothing for decongestion.  Claritin-d may be a better bet although it may also keep you awake at night. See an allergist if this problem continues.

Allergy vs. Cold: Stuffy runny nose with congestion can be due to seasonal (or other) allergies, but can also be due to viral or bacterial infections involving the nose & sinuses. If accompanied by fever, sinus pressure/pain, or swelling/tenderness over the sinuses, these symptoms may warrant antibiotics. Allergies can also be treated with routine medication use over the counter or by prescription. Hope this helps!

Generally not: There is no mechanism that increases nasal secretions when congestion goes down. Many people notice this, however. The best way to tell that congestion is improving is that it's easier to breathe through your nose. Ipratropium nasal spray from your physician will help if the runny nose is bothersome.

Is the congestion: intermittent? or has it been there constantly over the 2 months? Colds do not last that long, but at that age, one cold can run into another. This could be allergies, but he is a little young for allergies. Is he eating and drinking normally? It's best to see his/her doctor to examine him and determine the cause.
