Surgery: You need surgery.  Recovery depends on how badly it is torn, but most of these are done arthroscopically, and recovery time is in the weeks-long time frame.

: Vertical tear of lateral meniscus is usually bucket handle tear in which central part of meniscus is torn and get sucked into the joint but meniscus remains attached at the ends. It’s main symptom is locking of the knee, inability to extend. There can also be vertical tear where person will prefer to keep knee bent, with pain and swelling. Hope it helps.

Not sure about the..: question, but I assume you are asking about the surgery and recovery.  Surgery is typically knee arthroscopy through two poke holes on either side of the kneecap.  It is an outpatient procedure and you can typically bear full weight immediately after surgery.  The surgery removes the torn portions of meniscus and decompressed the cyst.  Your recovery is typically 3 to 4 weeks.

It is possible: MRI results are not 100% accurate. Meniscocapsular junction tears can be hard to identify on MRI.  Your symptoms and what you are experiencing as well as your clinical exam are important to determine your exact diagnosis even with an MRI. I always tell my patients as an orthopedic surgeon I treat patients, I don't treat MRI's.

Depends: The micro-fracture will heal. Meniscal tears sometimes heal, but usually remain torn although the pain goes away. Depending on your lifestyle/activity level surgery is option not mandated. If you decline offered repair, there will likely be repeat episodes of pain/recovery. Surgery usually removes the tear and knee/activity returns essentially to normal, although traumatic arthritis eventually.

Yes: Yes, it is possible that you tore your meniscus again, particularly if it was not yet fully healed.  There are other possibilities as well.  I would certainly let your surgeon know.

Does it hurt?: A discoid lateral meniscus is an variation of normal anatomy where the meniscus 'cartilage shock absorber' in the outside part of the knee has more tissue than normal.  Not everyone needs surgery for this if it is torn.  If you have pain that last for more than 3 months or 'mechanical' symptoms where you knee gets tuck in place, an arthroscopic knee procedure may help.
