: If you could apply it without getting it into your eyes. I know that the oil production of the skin may wane as people age however there ways of improving the nutrition and hydration that would contribute to hair health. Avoid getting foreign things into your eyes because of limited protection response by the eyes.

Rinse your eyelids: I would recommend that you clean your lids and lashes carefully.  This can be easily accomplished by diluting baby shampoo, 1 teaspoon shampoo to five teaspoons water.  Did a q tip in the diluted baby shampoo and gently scrub the lashes and external lid margin.  Then rinse with warm water or wipe away with a warm washcloth.  You will be just fine.

Neither: Certain oils or petroleum ointment applied to base of lashes will smother the microscopic mites called demodex which  live in the hair follicles. Overgrowth of demodex can cause lashes to fall out prematurely. The only fda approved way to stimulate eyelash growth is to use a prescription medication called bimatoprost (latisse) or similar medications available as eyedrops for glaucoma treatment.

: Any oil applied to their scalp can plug pores and aggravate cradle cap/dandruff. If the material is applied under a warm cloth and removed completely after a soak, it can help the dense flakes dethatch, but it must me completely removed.

May be: There is nothing magical about coconut oil. Any oil will provide similar benefit.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

: You MAY have an infection.  Please see your doctor.  He/she may include keeping the area clean and dry.  Fungal infections like dark and damp places even w/good hygiene.  Peace and good health.

: Why would you ever consider using such an product on your genitals. It would serve no useful purpose I am aware of. Leave your penis alone. Keep it clean and it will serve you well for a lifetime.

HEAD LICE: Try the home remedy of coconut milk and vinegar. The last recourse is cutting the hair short.

Accepted Answer

No: These remedies are not effective for lice. Otc treatments like rid or nix (permethrin) are much more likely to be helpful, and if they don't clear the problem see a physician.
