Panic: Depending on how often you endure a panic attack is the question.  Generally speaking Clonazepam is dosed twice daily.  If you are encountering more panic attack episodes than what your practitioner wrote the medication for, then there may a need for changes to be  implemented that are more lifestyle changes.  (stress management and a healthy diet with exercise.).

Taper less risky: For both Clonazepam and paroxetine, tapering the dose over a 2 week period (sometimes 3) is less risky than stopping abruptly.....Especially the clonazepam.  I always taper that one down.  Paroxetine is more just to be safe.

Generally none: This is such a low dose of Clonazepam that it is unlikely to cause any side effects, severe or otherwise.  It's also so low that it may not help panic disorder very much either — and there are better treatments for panic disorder than clonazepam.  The only real risk is "tolerance": your body may come to expect this medicine, and it will have less benefit over time.

Varies, but 4-6 wks: Many say it works quickly, but some of that is likely to be placebo effect. Each person may have a different reaction but many describe 4-6 weeks as a time frame to evaluate it. Changes in dose can also hit the target. Work with your doctor over the next months. Also, consider cbt psychotherapy as a way to learn skills that will help for other concerns too. Good luck!
