Comedones: What you are describing sounds a lot like mild acne.  Things that come and go on the face which appear as fine bumps are probably the first forms of acne called comedones.  These can resolve on their own, but usually come back.  There are many treatments for this type of acne and if you want to prevent it from forming it would be a good idea to see a dermatologist.

Doctor can look: Bumps and rashes are difficult to describe in words. A primary care doctor, a urologist, or a dermatologist can examine penis bumps to see what they might be. Sometimes rashes are normal bumps like "pearly papules", but other times they may be from viruses like hpv or molluscum. For unusual rashes, a skin biopsy may be done by a dermatologist.

Pearly penile papule: In all likelihood these are pearly penile papules and are not considered abnormal.  There is no "treatment" for normal.

Difficult to know: Diagnosing rashes without seeing them &amp; then recommending treatment is really impossible over the internet. Best bet is to have a physician look at them.

Google " molluscum contagiosum".  See if they look like that.

Heat rash: From what is said here it could be heat rash, exam would really help to make the diagnosis. Keep the skin cool and use talcum powder that might help.

Comedones: You should have them evaluated by your internist or a dermatologist.  They will come up with a plan for treatment and prevention.

Duration?: If there is no soreness or pus, just give it a couple more weeks and see what happens.  If there is pus or soreness, try topical antibiotic.  See doctor if problem persists.

Painful bumps?: It could be you just irritated your skin, the only worrisome cause of clear bumps could be herpes, which is an std.  However, herpes hurts or itches, usually pretty severely.  So if you felt fine and she just saw them, i wouldn't be too concerned.
Keep an eye on them and if they don't go away, write us back.  If they hurt, go to a clinic for testing.
