Unlikely: COPD takes years to develop so this is probably not that.  This is probably combination of allergies and poorly controlled asthma.  I suggest follow up with your doctor so that you get proper inhalers and perhaps pulmonary function tests to gauge severity of asthma.  Congrats on stopping smoking!

i have persistent cough for 2 years and spit up clear bubbly phlegm. if i lie down i choke and gasp for air until i sit up and cough & catch my breath?

See doctor: Any cough lasting more than 2 weeks needs evaluation. Two years is too long to wait. You ought to see a doctor, preferably a pulmonoligst, for examination. If is not feasible to provide a meaningful opinion without examining you and may be conducting imaging and laboratory studies. To be blunt, tuberculosis needs to be excluded.

Need  followup evalu: You need  followup evaluation to see if the pneumonia has  cleared. You need to stop smoking as this could  be aggravating the setting.

Depends: Greatly depends on what other symptoms are associated; it could be as simple as a posterior nosebleed or dry air, or as serious as tuberculosis, lung cancer, or an autoimmune disease.  It requires evaluation  in person with a doctor.

Normal: Yes, respiratory infections  by some viruses might take longer to recuperate and cause cough for several weeks after acute infections.

Mgt: This may represent a bronchial cast which is formed in the setting of inflammation of the lung. 
I would suggest saving a sample to discuss with your PCP. If you have recently been ill, you may need medications including antibiotics, inhaled steroids.
