Diabetic problems: As a type 1 diabetic, you certainly can have kidney disease. To find out, see a physician and collect a 24  hour urine for creatinine clearance and protein along with some blood work done and the answer to your kidneys' function will be easy to determine. As far as your fingers go, diabetics can have peripheral artery disease which affects their legs. See your physician about your finger problems.

can you have circulation or oxygen problems with your fingers, although pulse oximeter constantly shows 96-98% readings when measured? my fingers are occasionally numb while sleeping or feel abnormally cold while in cold wheather or water?

: Your symptoms are suggesting a neuropathic pathway, specifically if symmetric. Other causes cannot be ruled out, oxygen saturation appears normal otherwise. Best would be to mention it to your doc at next annual exam in order to decide if workup needed.

Not really: "Encephalopathy" (no matter whose name precedes the word) simply refers to a state of altered thinking/understanding.  Delirium could be a synonym.  Therefore, encephalopathy itself tells us that the brain is MALFUNCTIONING in thought processes. Although it's certainly possible for circulation problems to COEXIST with the encephalopathy it's not necessarily its CAUSE.

Several things: This problem can only be solved by seeing your doctor and being evaluated face-to-face.  After a thorough examination, your doctor should be able to tell you what's wrong and what to do about it.

Cold: At your age circulation shouldn't be a problem - not that it is impossible.  If this happens very rapidly even with gloves on , then i would say possible early raynaud's - even though you don't describe the full blown syndrome.  But, some people just get cold real quick , too.  Take extra precautions to wear warm clothing and boots and heavy gloves.
