Ever since i was little i noticed my fingers and toes get absolutely frozen in the wintertime within a few minutes of being outside. circulation prob?

Cold: At your age circulation shouldn't be a problem - not that it is impossible. If this happens very rapidly even with gloves on , then i would say possible early raynaud's - even though you don't describe the full blown syndrome. But, some people just get cold real quick , too. Take extra precautions to wear warm clothing and boots and heavy gloves.
