Likely enterovirus: Many intestinal viruses will enter on contaminated fingers & travel to the intestines where they can cause fever, cramping & or diarrhea. As the body responds & fights off the germ it often comes to the skin surface as a pinpoint rash. Some may also have a blister quality but that is less common than the pinpoint red dotty rash. The rash will generally peak after a few days & disappear gradually.

How old is ur child?: The reaction you described differs if before or after 5 years of age, please avoid exposure, keep an epinephrine pen and antihistaminic handy, check with an allergist/immunologist, might need desensitization according to clinical judgement after history and examination. Dermatitis??: Might be possible especially if bed bound.  Could also be some sort of yeast infection or other skin condition.  Or even a drug reaction.  A doctor examination at your GPs or a video consultation on this service where the skin could be viewed would be useful to sort this out

No, not safe: One day of use will not harm him but this is too strong of a steroid cream to use on a 3 month old. Please do not use any steroid cream on the baby unless it is prescribed by the doctor. Babies often have rashes and usually they resolve on their own. If they are severe please take him to see the doctor.

This sounds like: eczema or seborrhea, both of which are quite common at this age. Depending on where you live, this could be affected by dry weather and sometimes a food/milk allergy. You can try over-the-counter Aquaphor. If that doesn't help, please discuss with her pediatrician.

Not uncommon: A generalized rash is a common final stage of many viral illnesses. It usually represents the combination of protective antibodies made by the patient with trapped virus deposited just under the skin surface. This  combination leaks out of the capillaries to cause the stain/rash.

Rash: A rash behind ears can be caused by seborrhoic dermatitis which in turn is caused by a fungus. Try using 1 percent Nizoral (ketoconazole) shampoo  or consult a dermatologist or your pcp.
