No: Usually a bump on the lips would be a cold sore or fever blister.  In a toddler, it could also be from hitting the lip in a fall or accident.  If you want to know what it is for sure, you should see the doctor to have it checked.

?herpes: I assume you aren't having a reaction to lipstick or any other agents coming in contact with your lips. A herpes simplex infection is a possibility. I recommend an evaluation by a dermatologist.

White bumps: White bumps on the lips are usually called Fordyce spots and are caused by enlargement of oil glands.  Sometimes though it can be caused by internal issues like protein or lipid disorders.  I rec seeing a derm.

Gentle wash: This is probably a small fibrinous peel and will likely separate in 2 days and heal uneventfully. However it could be many other possibilities. Keep clean and moist and if it does not resolve in a week or gets worse, see a physician.

Dark Bump: Not particularly a medical term, but without visualization a good guesstimate is a mucocele. To be sure, consult with an oral surgeon since your dentist and dermatologist did not notice it.
